Picture messages (MMS) won't send on your Android

Picture messages need mobile data to send. They can't go through WiFi alone like text messages can. Turn off WiFi and make sure mobile data is on, or connect to WiFi that includes a mobile data connection. If data is on and pictures still won't send, try restarting your phone.

Text messages use a special network protocol that works over WiFi. Picture messages use mobile data and need a real internet connection. If you're only on WiFi, picture messages will fail. If mobile data is on but pictures still won't send, it's a data problem or the messages app has a glitch.
