Can't assign a Microsoft 365 license to a new user
You can't assign a license when all your licenses are already in use, when the user account isn't fully created yet, or when you don't have admin permission. The fastest fix is to check how many licenses you have left. Go to Billing → Licenses and see if you have any open slots.
When you try to assign a license to someone, the system stops you if there are no licenses left, if the user account needs more time to set up, or if you don't have the right admin permission. We'll check your available licenses and make sure the user account is ready to receive one.
