You can't hear your friends in party chat
Party chat is silent because you have party chat audio muted in your console settings. Go to your audio settings and check if Party Chat volume is turned all the way down or muted. Turn that up and you will hear your friends immediately.
Your console has separate volume controls for game sounds and party chat. If the party chat volume is set to zero or muted, you will not hear anything even though your friends are talking.
