A smart plug showing offline is a WiFi connection issue. Unplug it for 10 seconds and plug it back in. Then check that your WiFi is set to 2.4GHz. Smart plugs don't work on 5GHz.
Smart plugs connect only to 2.4GHz WiFi. When the plug loses connection after a router restart or the WiFi band changes, it can't reconnect automatically. A simple power cycle fixes it. If your router is only broadcasting 5GHz, the plug will never find the network.
