TV screen has a line of dead or stuck pixels

Dead or stuck pixels are a hardware fault inside your TV's display. Stuck pixels (bright or coloured) sometimes fix themselves if you power off the TV completely for 24 hours. If they're dead pixels (always dark), or if the stuck pixels don't recover, it's a display panel issue and you'll need a repair or replacement.

Dead pixels are display elements that no longer work. Stuck pixels are ones frozen on a bright colour. Dead pixels can't be fixed by software. It's a hardware problem inside the screen panel. Stuck pixels sometimes unlock themselves with a full power rest.
