Taskbar is frozen or not responding to clicks

A frozen taskbar is usually caused by the Windows Explorer process crashing or using too much CPU. Restarting Explorer fixes it instantly — just do that first.

The taskbar runs as part of Windows Explorer, the program that manages files and the desktop. When Explorer crashes or gets overloaded, the taskbar becomes unresponsive. Restarting Explorer refreshes it without losing any open windows or work.
