Windows Update is stuck downloading or installing
A stuck update is always corrupted download files or the update service stalling. Clearing the cache and restarting the service gets it moving again.
Windows downloads update files to temporary storage before installing them. If those files get corrupted or the update service gets stuck, the percentage freezes. Clearing that storage area forces Windows to download fresh files and start over.
