Your iPhone hotspot isn't working or other devices can't connect
Your carrier blocked the hotspot feature on your plan, or it's turned off in settings. Go to Settings → Mobile Data → Personal Hotspot and make sure it's turned on. If it's already on, restart your iPhone completely.
When your hotspot doesn't work, hotspot is turned off, your cellular data isn't working, or your carrier hasn't activated the feature on your plan. The quick fix is turning on Personal Hotspot in settings and restarting your phone. If the toggle is grayed out entirely, your carrier needs to activate it or you're out of cellular data.
