FaceTime connects but the other person can't see your video
The other person can't see your camera because either your iPhone's camera permission is restricted, or there's a glitch. Go to Settings → Privacy → Camera and make sure FaceTime has permission to use the camera. If it's already on, force-close FaceTime completely and reopen it.
Your camera is blocked from FaceTime because either you denied permission for FaceTime to use the camera, or the app has crashed and thinks it doesn't have access. Checking the permission and restarting FaceTime clears the problem almost every time. If the camera works in other apps but not FaceTime, it's a permissions issue.
